What Is the KSB MBBS BDS Central Pool Quota

Eligibility Criteria

Before applying, a candidate must meet all of the following basic conditions:

• The scheme is open only to Indian Nationals.
• Only wards, widows or wives of Defence Personnel from the Army, Navy and Air Force, falling under Priority-I to Priority-IX, are eligible.
• The candidate must have qualified NEET, since the final merit list is based purely on NEET marks within each priority category. Candidates who have not qualified NEET should not apply.
• Wards of civilians, including civilians working in AFHQ, Ministry of Defence, or DRDO, and wards of Para Military/CAPF personnel, are not eligible under this scheme.
• This benefit can be availed by only one member of a family, once in a lifetime.
• The candidate must have attained the age of 17 years as on 31 December of the academic session in which admission is sought.
• Sons of servicemen or ex-servicemen who are more than 25 years of age are not eligible. Daughters who are married and not dependent on the family should also not apply.

Priority Categories: Who Can Apply Under Which Priority

Seats are allotted strictly priority-wise — first all eligible seats go to Priority I, whatever is left moves to Priority II, and so on down the list. Within Priority V, the order of selection follows the actual hierarchy of the gallantry award held.

• Priority I – Widows or wards of Defence personnel killed in action.
• Priority II – Wards of Defence personnel disabled in action and boarded out from service.
• Priority III – Widows or wards of Defence personnel who died while in service, where the death is attributable to military service.
• Priority IV – Wards of Defence personnel disabled in service and boarded out, where the disability is attributable to military service.
• Priority V – Wards of Ex-Servicemen and serving personnel who are in receipt of a Gallantry Award: Param Vir Chakra, Ashok Chakra, Maha Vir Chakra, Kirti Chakra, Vir Chakra, Shaurya Chakra, Sena/Nau Sena/Vayu Sena Medal, or Mention-in-Despatches.
• Priority VI – Wards of Ex-Servicemen.
• Priority VII – Wives of Defence personnel disabled in action and boarded out from service; wives of Defence personnel disabled in service with disability attributable to military service; and wives of Ex-Servicemen or serving personnel who hold a Gallantry Award.
• Priority VIII – Wards of Serving Personnel.
• Priority IX – Wives of Serving Personnel.

Important: Who Is NOT Eligible, Even Within an Otherwise Matching Priority

This is the part most applicants overlook, and it leads to a lot of avoidable rejections. Even if a candidate looks like they fit a priority category on paper, specific government orders exclude certain cases:

Priority II exclusions: Armed Forces personnel who were injured in action or in circumstances covered under AO/1/2003/MP and declared a battle casualty, but who were still retained in service despite the disability and later retired under Army Rule 13(3)(III)(i) or 13(3)(III)(ii), or who took premature retirement on their own request under Army Rule 13(3)(III)(iv), and who are in receipt of war injury element or liberalized disability element — their wards are not entitled to Priority II. Such wards can only apply as ordinary Ex-Servicemen wards under Priority VI.

Priority III exclusions: Personnel who died in service under Category ‘A’ circumstances — meaning death due to natural causes neither attributable to nor aggravated by military service, as determined by competent medical authorities (such as constitutional diseases, chronic ailments like heart or renal disease, prolonged illness, or accidents while not on duty) — and whose families are in receipt of Ordinary Family Pension (OFP), are not eligible for Priority III.

Priority IV exclusions: As per DESW letter No. 6(1)/2017/D(Res.II) dated 21 May 2018, the following are not eligible for Priority IV:

• Personnel retired/discharged on fulfilling the conditions of enrolment, or on reaching the stage where discharge could be enforced under Army Rule 13(3)(III)(i), while receiving disability element.
• Personnel retired/discharged purely on completion of the period of army service, with no vacancy in the Reserve, under Army Rule 13(3)(III)(ii).
• Personnel retired/discharged at their own request before fulfilling conditions of enrolment, under Army Rule 13(3)(III)(iv).
• Personnel retired/discharged under circumstances classified as Not Attributable, Not Aggravated (NANA).

Priority V exclusions: Personnel who are in receipt of Distinguished Service Awards (as opposed to Gallantry Awards) are not considered under Priority V, as per the same DESW letter dated 21 May 2018.

Applicants should read their own case carefully against these exclusions before selecting a priority category, since a wrongly claimed priority will lead to rejection.

How to Apply — Step by Step

1. Visit the official KSB online application portal.
2. Register using the required basic details.
3. Fill the online application form carefully, clearly mentioning the correct Priority category.
4. Upload scanned, self-attested copies of all documents required for that priority category (see checklist below).
5. Serving personnel must get their documents authenticated by their OIC Records before uploading.

• NEET result/scorecard, downloaded from the NTA website

Additionally, at the time of counselling, candidates must carry originals with self-attested photocopies plus four passport-size photographs, including documents such as the Educational Concession Card (for Battle Casualty cases), Gazette Notification and Part II Order (to verify category of gallantry award), Service Certificate and CTC copy of Sheet Roll (for serving personnel).

Selection Process and Merit List

• The merit list is prepared priority-wise, and within each priority, strictly as per NEET score.
• The merit list is uploaded on the KSB website once finalised.
• Seats are allotted on a priority basis — Priority I is accommodated first, and leftover seats cascade down to Priority II, and so on.

Counselling and Willingness/Unwillingness Certificate

Selected candidates are informed directly by KSB (West Block-IV, Wing No. 7, RK Puram, New Delhi-110066) through email and telephone about the counselling date.

• Candidates who wish to appear or not appear for counselling must inform KSB both telephonically and by email (jd.cksb-mod@gov.in), and also by post, within the date specified — using the prescribed Willingness Certificate or Unwillingness Certificate format.
• If a candidate fails to appear for counselling on the specified date without prior intimation, the candidature is cancelled and the seat passes to the next candidate in merit.
• If, for an unavoidable reason, the counselling date does not suit the candidate, a request in writing (email) for a subsequent date may be made — but such an extension is permitted only once.
• Any candidate offered a seat who fails to submit the willingness/unwillingness certificate by the specified date will have their candidature cancelled, and the seat will pass to the next candidate in merit.

Bond and Other Important Conditions

• A candidate admitted against a reserved seat must execute a bond with the Government of India, Ministry of Health, the State Government, or the Union Territory Administration concerned, to serve for a specified period after qualifying as a Medical/Dental Graduate.
• The seat offered is final. No request for change of seat is entertained. Candidates who fail to send their acceptance by the prescribed date forfeit their nomination.
• If a selected candidate is refused admission by the college due to non-fulfilment of the institution’s own admission requirements, they cannot claim transfer or admission to any other college.
• If a candidate’s admission is later found to be based on a false statement, the candidature and admission will be cancelled and the candidate expelled, with no refund of fees or other dues paid.
• Any litigation arising from this scheme is restricted to the jurisdiction of Delhi Courts only.
