What is Grievance Redressal?
Veteran welfare and pension work in India is handled by different organizations, and each one has its own way of handling complaints.
The Department of Ex-Servicemen Welfare (DESW) is the top department that oversees all of them, but it’s usually faster to contact the organization directly instead of going straight to DESW.
Here’s who to contact for what:
- Welfare or district-level issues → Kendriya Sainik Board (KSB) or your local Zila Sainik Board
- Job or resettlement help → Directorate General Resettlement (DGR)
- Canteen card or CSD product issues → CSD
- Medical or Polyclinic issues → ECHS
- Pension payment issues → SPARSH
- Naval pension issues → NAVPEN
- Officer service record or pension documentation → Officers’ Record Office (ORO), via the RODRA portal
Use this tool to pick the right organization for your issue, so you reach the correct office the first time — instead of getting bounced around.

If your issue doesn’t get resolved there, you can escalate to DESW, since it oversees all of these organizations.
Frequently Asked Questions
Who should I contact first for my complaint?
Go straight to the organization that handles your specific issue — like ECHS for medical problems or SPARSH for pension payment problems. Don’t start with DESW; it takes longer since it’s the top department.
What does DESW actually do?
DESW oversees ECHS, DGR, KSB, and pension-related matters. It’s the department you escalate to only if your complaint isn’t resolved at the organization level.
What is RODRA/ORO, and when do I use it?
RODRA is the online portal for the Officers’ Record Office. Officers use it for service record updates, pension paperwork, PPO downloads, and related complaints.
Where do I complain about a SPARSH pension issue?
Use the Grievance section on the SPARSH portal directly, or visit a SPARSH Service Centre at a Record Office or Veteran Cell.
Who handles Navy pension complaints?
NAVPEN in Mumbai handles Navy pension issues — PPO corrections, ePPO downloads, and pension grievances.
What if nobody resolves my complaint at the organization level?
Escalate to DESW, or use the CPGRAMS portal (pgportal.gov.in) to track your complaint across departments in one place.
