What is DA and DR

Dearness Allowance (DA) is a cost-of-living adjustment paid to serving Central Government employees, including defence personnel, to offset the impact of inflation on their basic pay. Dearness Relief (DR) is the equivalent adjustment paid to pensioners and family pensioners on their basic pension.

Both DA and DR are revised twice a year — effective 1 January and 1 July — based on movements in the All India Consumer Price Index for Industrial Workers (AICPI-IW), published monthly by the Labour Bureau. The percentage is applied uniformly to basic pay or basic pension, regardless of rank or pay level.

What is the current DA/DR rate?

As of January 1, 2026, the DA/DR rate is 60% of basic pay/pension. Rates are revised again from July 1 each year, with the official notification typically issued a few months later by the Finance Ministry (for DA) and the Department of Pension & Pensioners’ Welfare (for DR).

DA (Dearness Allowance) applies to serving employees’ basic pay. DR (Dearness Relief) applies to pensioners’ and family pensioners’ basic pension. Both are calculated the same way and revised at the same rate.

Twice a year — effective 1 January and 1 July — based on AICPI-IW inflation data. The official order is usually notified a few months after the effective date, with arrears paid retroactively.

Yes. DR is a uniform percentage applied across all Central Government pensioners, including defence pensioners, regardless of service or rank.

DA/DR is calculated only on basic pay or basic pension — it does not apply to other allowances like HRA, transport allowance, or Military Service Pay.
