
India’s armed forces work in the toughest conditions—defending borders, fighting terrorists, and surviving in extreme weather. While they protect the nation, their families often face personal and legal problems back home. These problems can be difficult to manage, especially when soldiers are far away and unable to help. Understanding this challenge, the Indian judiciary has taken an important step to support them.
On Kargil Vijay Diwas (July 26, 2025), the National Legal Services Authority (NALSA) launched a special scheme called the ‘Veer Parivar Sahayata Yojana 2025’. This is the first legal aid scheme in India created specifically for the families of serving and retired soldiers. The launch took place in Srinagar and was led by Justice Surya Kant, the Executive Chairman of NALSA and the next Chief Justice of India (from November 24, 2025).
Why This Scheme Is Needed
Justice Surya Kant explained that soldiers are often posted in far-off and high-risk areas, where they can’t stay in touch with their families regularly. If their family faces a legal issue—such as a land dispute or court case—the soldier cannot attend hearings or help with paperwork. As a result, their family members may suffer or lose their legal rights due to lack of support or proper representation.
Justice Kant said, “Just because a soldier is serving the nation, he or she should not be denied justice. Their families should not face legal problems alone.”
What the Scheme Offers
The Veer Parivar Sahayata Yojana 2025 provides free legal help, guidance, and court representation to:
- Active Army and paramilitary force members
- Retired defence personnel
- Their spouses, children, and dependent family members
Main Features of the Scheme Veer Parivar Sahayata Yojana :
- Legal Aid Clinics in Sainik Boards
Legal help centres will be set up in the Sainik Welfare Boards at district and state levels across India. These centres will serve as legal service hubs for soldiers and their families. - Veterans as Lawyers
Retired soldiers who are now qualified lawyers will be appointed as legal aid advocates. They understand both the law and the lifestyle of a soldier, which makes them ideal for this role. - Paralegal Volunteers from Army Families
Family members of soldiers who have legal knowledge or basic legal training can become paralegal volunteers and assist in legal aid work. - Panel of Lawyers by Legal Services Authority
District Legal Services Authorities (DLSAs) will appoint panel lawyers to represent complex cases in court if required.
Types of Legal Issues Covered
The scheme will help soldiers and their families deal with a range of legal matters, including:
- Land or property disputes
- Family matters such as divorce, domestic violence, or maintenance
- Inheritance and will-related issues
- Employment or pension issues for ex-servicemen
- Wrongful criminal charges or FIRs
- Child custody or guardianship cases
In short, if a soldier or their family member is facing any legal issue, this scheme will try to ensure they get proper legal help—even if the soldier cannot appear in court.
‘You Serve the Nation, We’ll Serve Your Family’
The scheme carries a strong and respectful message: “While you protect our borders, we will protect your family’s legal rights.”
Justice Kant was deeply moved by the sacrifices of soldiers during Operation Sindoor, India’s response to the terrorist attack in Pahalgam. This event made him think more about what the judiciary can do to ease the stress on soldiers and support their families. This emotional moment inspired him to push for this special legal aid scheme.
A Historic Step
This is the first time in Indian history that such a detailed and official legal aid plan has been made only for the defence community. Before this, free legal aid was mostly provided to poor people, women, or underprivileged groups.
With this move, the judiciary has recognised that soldiers and their families also face legal struggles and need dedicated support. It shows that national security is not just about guns and borders—it’s also about ensuring soldiers and their families feel safe and supported at home.
The Launch and Public Response
The scheme was launched in Srinagar during the Kargil Vijay Diwas celebrations. The event was attended by several important leaders, including:
- Union Law Minister Arjun Ram Meghwal
- Jammu and Kashmir Chief Minister Omar Abdullah
- J&K Governor Manoj Sinha
The presence of these dignitaries shows that both the government and the judiciary are committed to ensuring the success of this nationwide initiative.
