HOW TO PUBLISH PART-II ORDERS AFTER RETIREMENT: A SIMPLIFIED GUIDE

The transition from active military service to civilian life marks a significant phase in every soldier’s journey. Part II Orders play a crucial role in this stage, as they document important post-retirement occurrences such as marriage, the birth of children, the death of family members, changes in personal details, or disability status. These official entries are essential for ensuring that veterans and their families continue to receive benefits, recognition, and entitlements. They also serve as vital proof for updating service records, processing claims, and accessing welfare measures.

For retired personnel of the Armed Forces, these occurrences are processed and published based on the submission of proper supporting documents through the respective Zila Sainik Boards (ZSB-258). Below is a detailed explanation of the various categories of occurrences and the documents required for each.

Marriage is a major personal event, and its timely recording ensures the spouse is officially recognized for benefits such as medical facilities, pensionary claims, and other entitlements. The following documents are required:

  1. An affidavit in original declaring the marriage and stating reasons for delayed intimation, issued by a 1st Class Magistrate or Notary.
  2. A Application  from the veteran, widow, or children, recommended by the ZSB.
  3. Marriage certificate issued by the Registrar of Marriages.
  4. Proof of birth such as a certified copy of birth certificate, school certificate, or Aadhaar card (in case of illiterate individuals), duly attested by the ZSB.
  5. Two colour passport-size photographs attested by the ZSB.

Registering the birth of a child ensures rightful access to dependent benefits, educational concessions, and medical care. Documents needed include:

  1. An affidavit in original declaring the birth with reasons for delayed intimation, issued by a 1st Class Magistrate/Notary.
  2. A Application  from the veteran, widow, or children, recommended by the ZSB.
  3. Birth certificate issued by the Registrar of Births.
  4. Photocopy of the child’s school leaving certificate, attested by the ZSB.
  5. Aadhaar card or PAN card of the child, duly attested by the ZSB.

Timely reporting of deaths is crucial for updating records, transferring pensionary benefits, and ensuring correct nomination details. Required documents are:

  1. Application  from the veteran recommended by the ZSB.
  2. Death certificate issued by the Registrar of Birth and Death, duly attested by the ZSB.

Recording disability in official records is essential for availing disability pension, rehabilitation support, and welfare schemes. The documents required include:

  1. Application  from the veteran, widow, or children recommended by the ZSB.
  2. Original disability certificate countersigned by the District Chief Medical Officer, Civil Surgeon, or a Medical Officer of Brigadier rank, along with a postcard-size standing photograph showing the disability.

Since veterans often relocate after retirement, updating the home address helps in maintaining accurate communication and benefit delivery. Documents required are:

  1. Declaration form verified by both the old and new ZSBs.
  2. Photocopy of the discharge book attested by the ZSB.

In the event of divorce, service records need to be updated to reflect changes in family structure and benefits. Supporting documents are:

  1. Application  from the veteran and/or second wife, duly recommended by the ZSB.
  2. Court decree of divorce in original or attested copy.

Adoption is accepted as a valid occurrence, provided it does not take place after the veteran’s death. Supporting documents include:

  1. Application  from the veteran recommended by the ZSB.
  2. Deed of adoption, duly registered in original or attested copy.
  3. Birth certificate, educational certificate, or Aadhaar card of the adopted child, clearly mentioning the date of birth.

A change of name is a sensitive occurrence, requiring multiple proofs to establish authenticity. The documents required are:

  1. Affidavit in original declaring the change of name with reasons for delayed intimation, issued by a 1st Class Magistrate/Notary.
  2. Birth certificate from the Registrar of Birth & Death.
  3. Copy of education certificate, Aadhaar card, or PAN card attested by the ZSB.
  4. Extracts from two national newspapers publishing the notice of name change for public awareness.
  5. Application stating the reason for change of name.

Errors in recording the date of birth can cause complications in pension, medical benefits, and identity documents. Corrections are processed with the following documents:

  1. Affidavit in original declaring the correction of date of birth with reasons for delayed intimation, issued by a 1st Class Magistrate/Notary.
  2. Birth certificate issued by the Registrar of Birth & Death.

  4. Application  from the veteran, widow, or children recommended by the ZSB.
