HIRING OF EX-SERVICEMEN AS CONTRACTUAL INSTRUCTOR STAFF FOR NCC

The Ministry of Defence, Government of India, has approved the expansion of the National Cadet Corps (NCC) as per the Government Sanction Letter No. 8/20/2024-D (GS-VI) dated 01 July 2024. As part of this expansion, the Directorate General National Cadet Corps (DGNCC) will be hiring Ex-Servicemen (ESM) in the ranks of Junior Commissioned Officers (JCOs), Non-Commissioned Officers (NCOs), and Havildars (Hav) on a contractual basis to serve as instructors. The positions are available across several states and Union Territories, aiming to strengthen the instructional capacity of the NCC.

The hiring of ESM as instructors is part of an effort to expand and enhance the reach and effectiveness of the NCC. These ESM will provide their expertise and experience to train cadets across the country, helping to shape the future leaders of the nation. The recruitment will be based on specific vacancies across various NCC State Directorates.

ESM will be hired across NCC State Directorates as per distribution of vacancies given below :-

The hiring process for ESM as NCC instructors involves several stages:

1.       Application Submission: Interested candidates need to apply online, by email, and by post to the respective State Directorate. They must fill out the application form, upload necessary documents, and ensure that the total size of the documents does not exceed 5 MB. Once the application is submitted, candidates should print it out and bring it to the interview along with original certificates.

2.       Screening: After receiving the applications, a Board of Officers at each State Directorate will review them to ensure that candidates meet the eligibility criteria, such as educational qualifications, age limits, and relevant experience. Candidates will also be required to submit a Medical Fitness Certificate issued at the time of their release from the Army, as well as a present fitness certificate from the ECHS or Civil Surgeon.

3.       Interview: Shortlisted candidates will be called for an interview, where their suitability for the role will be assessed. The interview will take place at designated locations, and the candidates will be notified via email.

4.       Document Verification: Candidates who clear the interview will undergo detailed verification of their documents. A police verification certificate will also be required at the time of the interview.

5.       Selection: Based on the interview and document verification, the Board of Officers will finalize the list of selected candidates. A reserve list will also be maintained.

6.       Contract Agreement: Once selected, candidates will receive an appointment letter and sign a contract with the State Directorate. The contract will specify terms and conditions, including salary, location, responsibilities, and other entitlements.

7.       Induction: After signing the contract, the selected candidates will join their assigned posts on the specified dates.

8.       Probation: All hired ESM instructors will undergo a probation period of three months. During this time, their performance and fitness will be evaluated. If found unfit, the contract may be terminated

Interested candidates must submit their applications in the prescribed format, which is available online. For candidates applying for positions in Bihar & Jharkhand or Uttarakhand NCC State Directorates, the application must be filled out online. Additionally, candidates are required to send their applications via email and post to the concerned State Directorate based on their preferred employment location, as specified in the application instructions (Appendix A). A sample of the application form is provided in Annexure 1 of the booklet attached.

The last date for submission of applications is 13th March 2025. It is essential to complete the application process online, where applicable, and also send a copy of the application through email and post to the relevant State Directorate as per the instructions provided in Appendix A. Late submissions will not be considered.

When applying, candidates must ensure they attach the following documents:

  • A duly filled Application Form (as provided in Annexure 1).
  • A self-attested copy of the Aadhaar Card.
  • An attested copy of both permanent and present address proofs.
  • A copy of the Pension Payment Order (PPO).
  • A character certificate issued by the last Army unit or organization at the time of retirement.
  • Certificates of any Army or Civil courses undertaken (if applicable).
  • A copy of the Medical Fitness Certificate issued at the time of release.
  • A copy of the current medical fitness, certified by the Officer in Charge of ECHS or a Civil Surgeon.
  • Form 11 of the Employees Provident Fund (EPF) Act, 1952, as given in Annexure 2.
  • An Insurance Declaration (as provided in Annexure 3).
  • Pt II orders of any Honours, Awards, or Special Achievements (if applicable).
  • A recent passport-sized photo (size not exceeding 50 KB).

These documents are essential to complete the application process, and they must be attached in the specified format to ensure the application is processed without delays.

The following eligibility conditions apply to the recruitment of ESM for NCC Instructor roles:

Service Requirements: Candidates must have retired as Havildar (for NCO positions) or Subedar/Naib Subedar (for JCO positions). Personnel from all arms and services of the Army are eligible, provided they meet the specific criteria outlined below.

Course and Educational Qualifications: Candidates should have completed certain Army courses from Category A or B training institutes. Preference will be given to those who have attended specialized courses such as Platoon Commander Course, Section Commander Course, Drill Course, Weapon Training Course, etc.

Service Experience: ESM must have completed full-color service in the Army. Personnel who have received promotions under the Modified Assured Career Progression (MACP) but do not meet the requirements for the designated ranks will not be eligible.

Gap in Service: ESM should not have a gap of more than three years between their date of retirement and the date of hiring by NCC. The retirement date should be on or after 31 March 2022.

Discipline: Applicants should have no more than one Red Ink entry during their service, and none in the last five years of service. Candidates previously discharged for reasons like moral turpitude or financial irregularities will not be eligible.

Medical Category: Candidates must be in the SHAPE-1 medical category at the time of discharge. Those with a history of alcohol dependence or other medical conditions that affect fitness are not eligible.

The state wise locations for employment in the following State Dtes have been given below. The exact date and location of interview will be intimated by the respective State Dtes subsequently to the shortlisted candidates.

The Ex-Servicemen (ESM) in NCC units will be hired in two categories:

Contractual Instructor Staff (Retd JCO) – Subedar (Sub)/Naib Subedar (Nb Sub)

Contractual Instructor Staff (Retd NCO) – Havildar (Hav)

Both categories will follow the same Terms and Conditions, except for age, rank, and pay profile.

Service:  For Contractual Instructor Staff (Retd NCO), the individual must have retired in the rank of Havildar. For Contractual Instructor Staff (Retd JCO), the individual must have retired in the rank of Subedar/Naib Subedar.

    ESM from all Arms & Services of the Army are eligible, provided they meet the criteria set out below.

    Preference: Personnel who have served in Category ‘A’ or ‘B’ Training Establishments and Regiment Centres as instructors, or those with ‘I’ grading in professional courses, will be given preference. 

    Educational and Course Qualifications: ESM in NCC should preferably have completed one of the following Army courses:

    Service Rendered:  The JCO/NCO should have completed their colour service before retiring from the Army.

    Note: A MACP holder (Naik promoted to Havildar or Havildar promoted to Nb Subedar) will only be eligible for the corresponding lower rank vacancy.

    Gap in Service: The gap between the date of retirement and the hiring date should not exceed three years. The individual must have retired on or after 31 March 2022.

    Discipline: Individuals should not have more than one red ink entry during their service or any red ink entries in the last five years.

    Personnel previously punished for offences like moral turpitude or financial irregularities are not eligible.

    The individual must have had an exemplary character at the time of discharge.

    Ineligible Personnel: Personnel discharged due to reasons such as:

    Administrative discharge under AR 13, AR 13A, AR 14, or termination due to misconduct or moral turpitude.

    Discharge due to surplus to establishment or unsuitability for further military service.

    Ineligible for further retention due to not fulfilling laid-down conditions.

    Imprisonment and Civil Court Conviction:  If the individual has faced imprisonment in a civil jail or conviction by a civil court post-retirement, they will be ineligible. Police verification will be required on the interview date.

    Medical Category: The applicant should be in Medical Category SHAPE-1 at the time of discharge. A medical fitness certificate will be required at both the time of release from the Army and during the contractual agreement signing.

    Applicants with a history of “Alcohol Dependence Syndrome” or ‘S’ category cases are ineligible.

    Physical Fitness: The applicant must have basic physical fitness and should not suffer from obesity.

    Initial Terms of Engagement: The initial engagement is on a contractual basis for 2 to 3 years, with the possibility of one extension of 11 months based on performance. The maximum age limit for service is 56 years for ESM JCOs and 54 years for ESM NCOs.

    Probation Period: Upon joining, ESM will undergo a three-month probation period for orientation, training, and grooming. If performance and discipline are unsatisfactory, the contract may be terminated by the respective ADG/DDG.

    Termination of Contract: The contract can be terminated by the ADG/DDG with three months’ notice or payment of three months’ salary. ESM can also leave voluntarily with similar notice.

    Disciplinary Action: If an ESM commits any disciplinary violations, their services may be terminated with the ADG/DDG’s approval. Major disciplinary actions involving criminal offences will follow Civil Criminal Law procedures.

    Pay and Allowances: ESM hired as Contractual Instructor Staff will receive an all-inclusive fixed remuneration of Rs 45,000 per month for JCOs and Rs 35,000 per month for NCOs. An annual increment of 3% will be granted.

    Employees Provident Fund (EPF): EPF is not applicable as per the EPF Act of 1952. Applicants must submit Form 11 prescribed in the EPF Act along with their application.

    Insurance: Applicants must have subscribed to the extended insurance scheme by the Army Group Insurance Fund (AGIF) at the time of retirement. A declaration regarding this must be submitted with the application.

    Medical Facilities: Medical facilities will be available as per the entitlements for Ex-Servicemen.

    Pension: As this is a contractual employment, there will be no pension liability associated with the position.

    Uniform and Accoutrements: The ESM will be responsible for procuring, maintaining, and upkeeping their uniform. Detailed instructions will be issued by HQ DGNCC later.

    Posting Management: Applicants must give three choices of state for employment. The selected ESM will be assigned to their first choice if they rank in the merit list of that state. Otherwise, they may be posted to their second or third choice based on vacancy availability.

    Accommodation:  Accommodation will be under the individual’s own arrangements.

    Leave:  ESM will be entitled to 1.5 days of earned leave per month, in addition to Sundays and National Holidays. A maximum of six months of leave can be accumulated. Any excess leave will lapse.

    Training: Newly enrolled ESM will undergo 14 to 21 days of training under the State Directorates.
