ECHS Smart Card (64 KB)

What is ECHS?

Ex-Servicemen Contributory Health Scheme provides cashless healthcare to retired defence personnel and dependents through polyclinics and empanelled hospitals across India.

Eligibility:

Ex-servicemen drawing pension (regular/disability/family) • War widows & NOK of battle casualties • Dependents: spouse, children, parents, disabled relatives • Online fee: ₹177

Who Can Apply?

Primary Members: Pensioner ESM (regular/disability/family pension) • War widows (Veer Naris) • NOK of soldiers killed in war • Medically boarded out recruits with disability pension

Eligible Dependents: Spouse • Unmarried daughters (any age) • Unemployed sons (up to 25 yrs) • Disabled children/siblings with proof • Widows & divorced women • Parents (if ESM income <₹9000+DA monthly)

Note: ESM should not avail benefits from any other Govt Medical Scheme.

Application Process (Online)

Step 1: Visit www.echs.gov.in → "ECHS Smart Card Online Application"

Step 2: Select category (ESM / Spouse / War Widow / Dependent)

Step 3: Register with Army Number / Service Number & mobile

Step 4: Verify OTP on registered mobile

Step 5: Login & fill personal + service details

Step 6: Upload documents & passport photo (high quality, no filters)

Step 7: Pay online fee (₹177) via UPI / Debit Card / Net Banking

Step 8: Print application form

Step 9: Collect card from nearest ECHS Polyclinic (10-15 working days)

Timeline: Processing typically 10-15 days. Card is valid for 10 years.

Adding Dependents to ECHS

Online Portal: Login to echs.gov.in → "Add Dependent" option

Documents Required: Dependency proof (marriage/birth certificate), Aadhaar, PAN, photos

Processing: Dependent applications sent to nearest ECHS Polyclinic for verification (7-10 days)

Important: Old 32KB cards have been discontinued. Only 64KB Smart Card is valid now.

CSD Smart Card (Canteen)

What is CSD?

Canteen Stores Department provides subsidized groceries, electronics, vehicles, AFD items to defence personnel, ex-servicemen and dependents through canteens and online portal.

Eligibility:

Serving defence personnel (Army/Navy/Air Force/Coast Guard) • Ex-servicemen with 5+ years service or medically discharged • War widows & dependents • Online renewal fee: ₹229.50

Who Can Apply?

Serving Personnel: All commissioned officers, JCOs, ORs from Army, Navy, Air Force, Coast Guard, Assam Rifles

Ex-Servicemen: Retired with minimum 5 years service (per AO 32/84) • Medically discharged with pension

Dependents: Spouse of serving/retired personnel • Unmarried children up to 25 yrs • Disabled children (any age)

Special: War Widows (Veer Naris) • NOK of battle casualties

What Can You Buy?
  • Groceries: cereals, vegetables, dairy, oils at 10-15% discount
  • Electronics: TVs, ACs, appliances (2 TVs & 4 ACs per 4-year block)
  • Vehicles: Cars (Officers ₹20L, JCOs ₹10L, ORs ₹8L), Bikes, EVs (+₹5L)
  • AFD Items: Against Firm Demand purchases at concessional rates
  • Liquor: Allocated monthly quota (rollover up to 2 months in remote areas)
  • Household goods, furniture, clothing & much more
  • Lifetime car purchase limits: Officers unlimited, JCOs 5, ORs 4
  • Minimum 8-year gap required between car purchases

  • For first-time applicants: Original documents for verification at URC (Unit Run Canteen)
  • For dependents: Proof of relationship (marriage/birth certificate, Aadhaar)
New Card Application Process

First-Time Applicants (Offline Process):

Step 1: Visit nearest Unit Run Canteen (URC) with original documents

Step 2: Fill CSD Smart Card application form in prescribed format

Step 3: Submit with photographs & supporting documents

Step 4: Verification by URC authority

Step 5: Card couriered to registered address (valid 10 years)

Processing Time: 2-3 weeks depending on document verification

Online Portal: Visit csdsmartcard.co.in for official guidelines. Some categories still require offline submission.

Card Renewal & Updates

Good News: CSD Smart Card no longer requires annual renewal! Card remains valid till its expiry date (10 years from issue).

Online Renewal Portal: For lost cards or replacements: csdsmartcard.co.in

Lost Card Replacement: Pay ₹229.50 online → Process similar to new application → New card couriered (2-3 weeks)

Dependent Addition: Login to CSD portal → Add dependent with proof of relationship

Address Update: Can be updated online on CSD portal for card courier address change

Yes. You can change your registered polyclinic online on ECHS portal. From 2024, changes are now auto-approved without waiting for OIC permission.
What if I lost my ECHS/CSD card?
ECHS: Contact nearest polyclinic for replacement. CSD: Apply for lost card replacement online on csdsmartcard.co.in (costs ₹229.50).
Can widow remarry and keep ECHS benefits?
Once a war widow remarries, ECHS membership typically ends unless she meets other eligibility criteria. Check with your ECHS Polyclinic for confirmation.
Can I buy a car from CSD with my card?
Yes! Officers up to ₹20L, JCOs ₹10L, ORs ₹8L. EVs get ₹5L extra. Register on CSD AFD portal (afd.csdindia.gov.in) → Browse cars → Make demand → Purchase at concessional rates.
Is Aadhaar mandatory?
Yes. Both ECHS and CSD require Aadhaar. For ECHS, bank account must be Aadhaar-linked for health scheme contribution.
