In 2020–21, the Government of India introduced SPARSH (System for Pension Administration – Raksha) to manage Defence pensions through a single digital platform. The idea was simple and promising: a paperless, transparent system where pensioners could see their PPO, track grievances, and receive pension directly in their bank accounts without middlemen.
On paper, SPARSH looked like a major reform. But after implementation, the reality turned out to be very different for lakhs of pensioners.
India has around 32 lakh Defence pensioners, many of whom depend entirely on their pension for survival. For elderly veterans, disabled soldiers, and family pensioners, even a small mistake in pension means serious hardship. Unfortunately, SPARSH created exactly such problems.
The Crisis Faced by Pensioners After SPARSH Migration
After migration to SPARSH, thousands of pensioners across the country reported serious issues:
- Wrong Data Migration : Many records showed incorrect dates of birth, wrong ranks, missing service details, incorrect disability percentages, missing family pension information, and even wrong names.
- Sudden Implementation Without Proper Checks : Most pensioners were migrated without consent or prior verification. Earlier safety checks by banks disappeared overnight.
- Burden Shifted to Elderly Pensioners : Senior citizens were asked to self-verify online, upload documents, raise digital grievances, and follow up with Record Offices—tasks impossible for many rural or non-tech-savvy veterans.
- Wrong Pension Amounts : Reduced pensions, stopping of disability pension, recovery notices, incorrect restoration of commutation, and OROP mismatches became common.
- Ineffective Grievance System : Grievances remained unresolved for months or years. Replies, when received, were often copy-paste responses without real solutions.
For many veterans, this stopped being an “IT problem” and became a human crisis.

One Officer Steps Forward for 32 Lakh Veterans
Seeing this suffering, Lt Col R K Bhardwaj (Retd), an Indian Army Corps of Signals veteran from Dehradun, decided to fight—not for personal gain, but for every Defence pensioner.
What made his fight special was that it was:
- Non-political
- Non-profit
- Peaceful and lawful
- Completely based on facts and data
The #SPARSHFailsVeterans Campaign
Lt Col Bhardwaj started the #SPARSHFailsVeterans campaign on X (Twitter). What began as daily posts highlighting real pension issues soon became a nationwide movement.
For nearly 300 continuous days, he:
- Posted real, documented cases
- Shared RTI replies
- Quoted official government data
- Tagged constitutional authorities
- Gave voice to suffering veterans
- Maintained dignity, discipline, and accuracy
This consistency turned individual complaints into strong national evidence.
RTIs, Petitions, and Constitutional Action
The campaign was not limited to social media.
RTI Applications
RTIs revealed shocking gaps, including:
- No proper audits before rollout
- No risk assessment
- Weak grievance procedures
- Serious data integrity failures
Public Petition
A formal petition received 5,152 verified signatures from veterans and family pensioners, proving the issue was widespread.
Representations to Authorities
Well-documented submissions were sent to:
- Comptroller and Auditor General (CAG)
- National Human Rights Commission (NHRC)
- Other oversight bodies
Every representation was backed by proof, dates, and official replies.
Historic Moment: CAG Orders Suo Moto Audit of SPARSH
On 11 December 2025, history was made.
The CAG of India, under Shri K. Sanjay Murthy, officially ordered a suo moto Efficiency-cum-Performance Audit of CGDA / PCDA (Pensions), Prayagraj, focusing specifically on SPARSH during Audit Cycle 2026–27.
This is extremely rare. It means the audit was ordered without waiting for government approval, purely based on citizen advocacy.
The audit will examine:
- Wrong data migration
- Hasty implementation
- Burden placed on pensioners
- Errors in pension data
- Failure of grievance redressal
For the first time, SPARSH will face constitutional scrutiny.
NHRC Recognises the Human Rights Angle
On 15 December 2025, the NHRC diarised the petition (Diary No. 149236/CR/2025).
This clearly recognises that:
- Pension problems affect livelihood and dignity
- Elderly and disabled pensioners are vulnerable citizens
- Administrative failures can become human rights violations

This is not just symbolic. It can bring real change:
- Responsibility will be fixed on departments, not pensioners
- System-level corrections will be enforced
- Wrong recoveries and errors can be reviewed

Who Is Lt Colonel RK Bhardwaj (Retd)?
Lt Colonel RK Bhardwaj (Retd) was born and educated in Chandigarh, where he completed his school and college studies. He joined the Indian Army through the SS-16 entry and was commissioned from the Officers Training School (OTS), Madras, on 11 November 1973.
Being an Inter Science graduate, he was allotted the prestigious Corps of Signals, one of the Army’s most technically demanding arms. During his service, he served in several important units and formations including 9 IDSR, 4 Corps Signal Regiment, 25 WEU, SODE-46, NCSR, 474 Engineer Brigade Signals, 5 MDSR, Dehradun Sub Area Signals, HQ 11 Corps (Signals), 16 CASSU, and again Dehradun Sub Area Signals.
Due to family responsibilities, he took premature retirement on 24 April 2003. After retirement, instead of limiting himself to personal life, he has remained actively engaged with issues affecting Ex-Servicemen pensioners and regularly raises these matters with the Government through public platforms, including social media.
He firmly believes that whatever he is able to do is not for personal or family gain, but is possible only through the blessings of Almighty God and sincere effort. He remains open and approachable, and welcomes personnel from all three Services to contact him if he can be of any help. He considers it an honour to support fellow veterans whenever possible.
